André Sleiman brings 14 years of consulting experience with a sharp focus on waste and resource management and public sector reform. He has designed and led governance and environmental reform programs across the WANA region, advising governments, international organizations, and development agencies on navigating complex policy landscapes.
Most recently, André held the position of Senior Governance Expert at a global consulting firm, where he played a pivotal role in crafting governance frameworks for waste management, operationalizing master plans, and aligning regulatory approaches with international good practices. Previously, he led multi-million-dollar portfolios spanning governance, anti-corruption, and sustainability. His expertise has been sought by the UN, the World Bank, the EU, USAID, and KSA government agencies to drive policy reforms on waste governance, localization, and institutional resilience.
A thought leader in his field, André has authored several publications on governance and environmental policy, with his insights regularly featured by regional media and international think tanks. He holds a PhD in Sociology from École des Hautes Études en Sciences Sociales in Paris, along with a Public Leadership Credential from Harvard Kennedy School. He is fluent in Arabic, English, French, and German.
